Portals are basically large gateways that come in pairs, with the members of the pairs located vast differences apart from one another. The actual distant doesn't matter. They utilize technology dependent on quantum entanglement. They seem to be quite sensitive to gravity wells, and as such are generally situated at the edges of solar systems.

Basically, a space vessel enters one of a pair of portals and instantly emerges from the other portal, regardless of where it is, even if the distance separating them is the span of the galaxy. Thus portal technology allows for crossing the vastness of space incredibly fast.

However, until you have a portal in place, you have to travel the old fashioned way, which is to say at less than the speed of light. As a consequence, despite the head start enjoyed by much of the galaxy (relative to Humans on Earth), the sheer size of the galaxy has left huge portions untraversed. Humanity has licensed portal technology and is actively pushing them to solar systems that are unexplored, thus expanding the boundaries of Human Space.
